Consultation Paper: Part 1Gender Recognition
On 23 June 2017, the Inter-departmental Working Group on Gender Recognition (“IWG”) published a consultation paper to seek the views of the public on issues concerning legal gender recognition, including, whether a gender recognition scheme should be established in Hong Kong and, if so, the contents of the scheme.
The consultation paper includes a summary of issues for consultation in Chapter 10 (which is also appended to the executive summary) to seek the views of the public on a range of matters. In addition, the IWG has prepared three annexes of additional research materials for reference purposes only.
Given the controversial nature of the issues involved, the IWG does not have any preferred view or position on how the recognition issues should be addressed at this moment. Instead, the consultation paper sets out to discuss the issues as objectively as possible so as to solicit views from the community. The IWG notes that the contents in the consultation paper are intended to facilitate discussion and do not necessarily represent the IWG’s final conclusions.
The IWG would welcome views, comments and suggestions on any issues discussed in the consultation paper. The consultation period will last till 31 October 2017.
